rule for entering Under 2.5 goals in play

Finally got my horse racing bot rule running as I want it.

I want to write a rule to enter the market by placing a back bet on Under 2.5 goals (before 20 mins in play) as soon as a goal is scored.

I take it there isn't a condition that says 'when a goal is scored', so would it be a case of only entering a market when the odds move up quite a bit, which means of course a goal is scored?
