Spikes in volume

Hi

Can anybody help me with this.

Is it possible to get gardian to place a lay bet !!! .... I thik it is better to try and exlpain what ai am trying to do.
I am trying to Lay a selection if it has not got any spikes more tha say £1000 and if over £1000 no bet fired.
