Ive created a rules file and I want to use it to track a certain horse in two races (one horse in the 3:20 and another horse in the 3:40_ but I cant seem to get it to work for two different races, do I have to create multiple rules file to track different races or can I use the same rules file to track a single horse in multiple races ? https://i.imgur.com/f9SsAmQ.png

How do you want to track it?

In the 'General' tab of a rule you can specify which selection the rule needs to apply to.

You can also have the same file with 'automation nominated selection 1 or 2' selected. Then choose your horse from the main guardian screen on the right - Automation Nominated Selection 1 & 2.

The image link that you posted shows you are working on a very small screen or window.
Airliner's post is good advice but as you are a newbie you might have just missed that Guardian shows several more columns.
Image below shows the bits of the Guardian screen you should be using / checking.
