what happened ?

it was supposed to place back bet with offset but the lay bet has never been placed. Why it happened ? here is log.

can i somehow secure so the lay bet is placed after market is unsuspended ?

Betting so close to the end of a race you will always run the risk the race finishes and the market gets suspended either as you place your opening bet or as the offset is placed.
Remember there is a 1 second bet delay imposed by Betfair on in-play markets, so in effect your offset wouldn't be reaching the market until 2 seconds after you place the initial bet

the problem is that is not usually so close to the end but conditions were met and then it was suspended for photo finish. is there any way to secure that when race go to photofinish you want to close trade either with small loss or any profit ?

You could trigger a green up rule with the following condition
Time since market unsuspened is less than 12 secs
Number of matched bets is greater than 0
