Help With : If VWAP Increases Over Time Then Do X

Hey
I have a rules file which monitors the VWAP of the home football team every 5 minutes over a period of 2 hours before kick off. So thats 24 separate rules within the automation, What I want to do is set up an alert if the VWAP decreases 3 times in a row at any time over this period (So decreases every 5 minutes for 15 minutes). I have no idea how to do this so any help would be welcomed.
