I didn't get an answer to my previous post, but it does look like racing has funding outside of the levy. Surely the main problem is non payment of the level by offshore bookmakers? I wonder how much this is worth?

Given that companies are avoiding the levy by moving offshore, presumably Betfair could do the same if the levy were applied to them or their customers.

I think it would be easier for Betfair to move. This is probably why Malta was set up.
