signal on a goal rule not working

so i have a rule for signal in goal set to increment value and i have a greenup rule that has condition signal goal for market =3 but the goal rule only record 1 goal and then dont greenup when 3 goals been scored ,i thought ive set goal rule to note in market log with the signal set to increment value
