Stored Values - If Lowest

I bring in my ratings via Stored Values and Shared Stored Values

so 1 is my best rated , 2 next best etc.

What i want is when say my best rated 1 was scratched and now 2 is my lowest value I would want to go on that, so something like if lowest stored value then trigger on that
Any ideas or approaches for this? is it possible?
