Is there a way to compare signal values? Like stored values?

There are Signal conditions to test if they are set, what the value is, and when they last changed (all near the bottom of the conditions list)

I would just use an SV instead. You can use in exactly the same way as a signal now, so I tend to use for everything, as they are more flexible - sharing etc

There isn't a dedicated option to do it but you can do it just by adding/subtracting 1 from your stored value
There's an example here that increments Stored Values to count the number of selections
