The current business model was found to be unsustainable as more "Big" punters were leaving because of these charges and not enough new money was coming in to sustain the business at it's current level.

Betfair were made to submit a new "risk assessment" regarding their business model....

I guess what we're seeing now is the results !

The process to reform PC started long before those rulings by the look of it.

Don't forget, these rulings are not made overnight - they can take a few years if (as in this case) there is a full investigation.
