Why cant I set to EVERY when using the "Set stored values using a file" rule type?

I have a CSV which contains a stored value for every selection in a market (dogs in a race), and I need to make sure it is applied to each dog, however when I set "Selections (Condition only)" to EVERY, I cannot save:

the closest I can get is ANY, but I dont feel as though this will run through every dog, also I'm noticing when its set to ANY it will trigger 10 times (the max) instead of 6 times (once per dog).

How do I ensure the stored value for each dog is being applied to it? Any help is much appreciated thank you.

I dont use this, but my guess is one trigger imports all the data, you don't need to import it once per selection. So using 'any' would work fine.

This is a logical assumption, I wasn't sure if it read it in selection by selection. Thanks makes sense! :D
