Multiple Betfair Accounts

I can't see anything on Betfair's website regarding this. Could I open another Betfair account using a different card & email address, and therefore have BetAngel open twice, but not get lumbered for data request charges. Also, I could escape the premium charge?

they will track down all your accounts and link them to your name and you'll incur charges if above 20req/s and so on...

You can only do it in somebodies else name or else they link the accounts and charges.
