President Obama was expected to announce a $300 billion programme.

He exceeded expectations, and outlined a $400 billion programme! http://www.bbc.co.uk/news/world-us-canada-14841746

It was a brilliantly delivered speech, and I just the kind of pep talk David Cameron should be delivering (and made all the better by John Boehner's bored expression!). However, IMHO his bill doesn't stand a snowflake in hell's chance of getting through the House of Representatives!
