What I think it means is this:
Betfair now has a Danish license, but the terms of the license says that they cannot accept bets on horse racing (and I think greyhounds as well). Everything else is still OK (like soccer)

Not sure if this can help Danish users or in the future the Spanish and Portuguese users to understand how things will be defined , but can certainly be indicative.
Pursuant to the Decree of the State Monopolies Autonomous Administration (AAMS) on January 2, 2007, governing the removal of cases offered in the absence of authorization, through computer network, games, lotteries, betting or pools winnings with cash, with which art has been implemented. 1, paragraph 50, of Law December 27, 2006, No. 296, the requested site is not accessible because it lacks the necessary permissions to operate the collection of games in Italy.
Betfair.com from 2007 was banned in Italy, the block AMMS was introduced from 2008-09, but for all members to Betfair that signed before or during 2007-09 is legally possible to circumvent the censorship of the site by changing DNS,using proxy or using softwares such as Betangel. Since 2008-09 is not possible by betfair.com accept new customers from Italy but can not close old users account. The opportunity is given only to Betfair.it which is legally regulated by AMMS . The reason is obvious and is to protect the monopoly and monopolize and define the local taxation. The easiest way to protect such of monopoly is to ban insted ofregularization of the site.
Betfair.it only accepts registrations with the confirmation of the Italian national insurance number and the site is unrelated to the exchange but acts as an ordinary bookmakers. The non-regularization of the site will not only benefit the state in question but also favors the introduction of Betfair `in the other country as a bookmaker with ordinary legalization and acceptance of a number of locals and identyfied users.
PokerStars recently found the same bureaucratic wall, but still found a method of regularizing the site for Italian users and immediately found a way to integrate Italian users with those of the rest of the world.
Betfair could do the same but did not want do it, and decided to work exclusively as an online bookmaker. I heard rumors that instead Betdaq is trying to regulate the exchange in Italy therefore will certainly try to regulate it in other countrys.

It's in the terms of the license, been doing some work on that. Here's the actual wording out of the Danish Gambling Authority's guidance...Euler wrote:Where have you read it is restricted to certain sports?
About betting in particular
Holders of a betting licence may not provide gambling on:
* horse and dog races
* pigeon racing
* results of lotteries
* other randomly created events.
Danske Spil A/S may, however, offer betting on horses and dogs.
Shame about the pigeon punters

And for those of you that would like some reading over the weekend, here's a link to the official page

the race was fixed. I think Betfair had something to do with it.

Brilliant hurdle race, I think I'll give it a go in slow motion
