Same question.
I can't use "always armed" because I need various rules to stop at certain points before the event start.
And I can't use "stop rule at time x " after the rules file is started, because it would be too time consuming for the mass of rules and events .

There is a 'seconds to start time' option buried away somewhere in stored values.
