betangel responsiveness indicator

hi all
couls somone help me please i have a query regarding response indicator ... mine constantly reads between 30 and 40 ms can somone tell me if that is good or bad pls ? when im on football its normally around 32 ish is that normal ?

I get about 30-50ms on a local connection and 0-15 on a VPS.
