My internet download speed is 86mb (9mb upload) but the lowest numbers I can get in terms of responsiveness of calls to betfair is around the 80 to 100 mark. Should I be able to improve this and if so, how?

Response rate is not necessarily related to speed of uploads and downloads.
Most Internet service providers will allow you to "tune" your connection profile to lower response rate. For example, there might be a "gamer" profile. This can be at a cost to download speed. Call your ISP.
