no premium charge with the new account from Blue square??

I were both BS and betfair users before they merged, I notice that I have a new betfair account now.
My question is, my old betfair account was a Premium Charge id, but now my new betfair from blueSquare do not need to pay premium charge,
is it allowed such way?
can I just use this new betfair account without paying premium charge? or someday they will close my account and take my money?
