I believe the delay is due to arguments over how much to pay people to stay at home. 80%, 70%, 66% etc.

sadly true, every generation as been paying debt from previous generations its nothing new. in 2015 george osbourn as chancellor paid off the uks final payment off of almost 2 billion pounds of world war one debt.
