I believe the delay is due to arguments over how much to pay people to stay at home. 80%, 70%, 66% etc.

If the shutdown of work places mirrors the first lockdown I Can't see how they give/sell the prospect of anything other than the same

I'm not sure what the Chancellor of the Exchequer is required to do anymore - unless it is just to calculate how many generations into the future will have to carry the debt - we must already be at the great grandchilden generation.

sadly true, every generation as been paying debt from previous generations its nothing new. in 2015 george osbourn as chancellor paid off the uks final payment off of almost 2 billion pounds of world war one debt.
