I've put together a list of what times earliest expected results come by state followed by how many electoral votes each state has. It will probably be miles off because I took it from some random site and as it says "earliest expected" but hopefully with Indiana, Florida & Georgia expected to be first we may see some good movement with them holding good sized electoral votes.

They start counting before polls close. And should know the number of votes already cast and the potential remaining votes as people have to be registered (in some states....because you can register on the day at the polling station in a few states).
If still to be counted votes + potential remaining votes is less than one candidates lead, they could announce it.

it's not much because my Excel skills aren't on par with others but for anyone who hasn't got a way of tracking the election here is something basic that I hope will help.
State by time color coded by 2016 results, ones that have grey markers I've got noted as swing states. My idea is to change the colors as the results come out and re sum to count and remaining.
Like I say it's not much but hope it offers some use to somebody.

On the note of states declaring. By wary of trading on the base of it. I saw a few places the past week, that there's alerts in multiple states that the voting public should be cautious with such news, because they (the states) have information that false - early - declarations are likely. Both amateurish and foreign states doing a more pro job of mimicking official channels.
