Fun thing (nope) is that I know a few commies that liked to whack people with different, not even controversial, opinion. They also were ratting on each other and some of them even weaponized the ratting to settle personal scores with their "foes" (this often led to the death sentence for them). Putin wants to remain in control. He has no interet in democracy. Russia is being defined by Putin's unwilligness to allow democracy to bloom.
But you never criticise Putin? I've already said that I'm not the fan of the constitution reform and wish the parliament had more power and less notoriety.
