I saw this trend in IT. The argument seems to be "We don't have the skills. OK, Go out and buy them", often at consultancy rates. The alternative is to invest in the people you have but I have to tell you I never ever saw my bosses invest in us rather than bring in contractors on three times what we were earning.
Why? In one case my manager told me that the backhander from agencies was a nice little earner.
Quick, expensive fix.
Of course it's outside our defined processes, but humans don't really fit with process. Lets face it. If we applied our asylum process to the rioters we would be deporting them if we could, but it ain't that easy.
