As the trainer he holds the responsibility of the horses (and staff) under his stewardship. The buck stops with him. if so why dont the vet or vets who administered the steroids to the 15 horse's, also get banned from racing for at least the same length of time or significantly longer, as they should always have the horses welfare as their main priority?
