Now you're shifting the goalposts by adding another criterion (having realized that you were wrong about the overall strike rate!). 
But on the topic of international goals, Messi has managed 16 goals in 15 games so far in since the start of 2012, which isn't bad going. And let's face it - he's up against a tougher class of opponent than Greaves was. It's like comparing Usian Bolt with whoever was the world 100m champion in the 1960s.

The last season in Chelsea youth team Jimmy Greaves scored on average 3 goals per game...against muppets yes, but now we're comparing like with like.
Last year, he put a hat trick away against Brazil and scored two against Uruguay. I think it's fair to say that they are stronger teams than any faced by Greaves in his Chelsea youth days!
And what is indisputable is that Messi's league goals were scored against much stronger opponents than Greaves' league goals. What makes you think that football has been immune from this improvement of sporting standards since the era of Greaves?
