Why not just have a full ballot for tickets for each date, max 4 per household for one date only. If you win the ballot you are assigned the tickets, to whichever agent, and have say, 3 days, to pay, You don't pay and the tickets get reassigned to the next in line. That would also stop people buying multiple tickets for multiple venues and allow the average, poor, fan a chance.

Yes register and a ballot would be better and fairer IMO however you'll have the usual nut jobs on the left saying not enough black people got tickets or Scottish people only got 0.11% or no tranny's got any of tickets etc
Also need to make the re-sale of tickets over the face value illegal and fully enforce it.
Tickets go on sale, and only allowed to be re-sold by the same agent at the same price they were sold anyone advertising/selling tickets outside of this the tickets are cancelled, a day in court followed by a £5,000 fine per ticket to the individual the and website advertising them.
Whoever is putting the event on Oasis, Taylor Swift, FIFA whatever are also fined. Were just playing the gig and not responsible for tickets doesn't wash anymore start hitting them in the pocket as well.
